You can't outsource infrastructure or even infrastructure repair. Some work must be done in place, on-site. When your water plant is not pumping and you have to get the pump, pump motor, impeller, or whatever out of the pit, your job is to get it done NOW with in-house facilities. Nobody is going to come in and rescue you.

Or maybe the steam boiler pump just died and the executive staff is getting cold. This is when your job gets hot. Do you really expect to get a forklift down there to pick up the busted pump?
